Nissim Behar was a prominent figure in the Sephardi Jewish community, born in Jerusalem. His career was marked by a strong association with the Alliance Israélite Universelle, an organization he worked with both in his hometown and in the Diaspora. After retiring and receiving his pension, Behar shifted his focus towards activism. In 1899, he began working as a propagandist for the Alliance Israélite Universelle, utilizing his skills to promote the organization's mission.
